The Refurbishment of Marine Drive has been completely initiated by the active citizens living in this area. It took several years of regular follow-ups and persuasions of the concerned government authorities by the citizens groups to see this dream project come to reality.
Mumbai Metropolitan Regional Development Authority finally took up the Refurbishment of Marine Drive under the Mumbai Urban Transportation Projects as Marine Drive forms one of the major arterial roads connecting South Mumbai to the rest of the city.
MMRDA then invited an Expression Of Interest bid to national and international designers the world over in December 2003. Post which by a series of well programmed selection criteria, the eight best suited design firms were called in to present their visions on the refurbishment plans.
ARC-CGL Consultants Pvt. Ltd. were finally appointed by the Mumbai Metropolitan Region Development Authority - MMRDA as the Design and Supervision Consultant DSC.
Thus this project is truly by people, of the people and for the people.
Public Participation
The design process on Marine Drive involved peoples participation from the very beginning. Several presentations were made to the citizen groups to get their feedback at the very conceptual stage.
The presentations were also made to various government authorities and also students in colleges.
The objectives of the presentation was essentially to communicate to people the thought process and the underlying design principles on the project.
Design Review and Project Management Committee
The Design Review and Project Management Committee was appointed at the very beginning of the Marine Drive project with an objective to review and co-ordinate the work on site. The Metropolitan Commissioner constituted this committee comprising of following members
Additional Metropolitan commissioner and PD, MUTP, Chairman Officer on Special Duty ,MMRDA, Member Chief, Planning Division, Convener Chief, Transport and Communication Division, Member Chief Engineer, Engineering Division, Member Additional Municipal Commissioner (City),MCGM, Member Director Engineering Services, MCGM, Member Chief Engineer (Special Projects), PWD , Member Project Management Team Head, ARC-CGL PVT.LTD, Member Project Head, Design Team , ARC-CGL PVT.LTD, Member A representative from Nariman Point and Churchgate Citizen Association (NPCCA), Member.
The committee would be involved in regular monitoring of the project and reviewing the design to cater to the public needs. The committee would also help in coordinating the site work with different agencies and expedite the project progress.
Formation of Marine Drive Promenade Council
Marine Drive Promenade Council was formed in 2005 as an umbrella organization to encompass the smaller associations which were involved with the refurbishment of Marine Drive. The council was set up as a citizen’s front to address the concern of citizens staying on and around Marine Drive or using the Marine Drive precinct.
At present the following are the member-associations who form part of the Marine Drive Promenade Council
1) “A” Road Residents Association
2) Federation of Churchgate Residents
3) Marine Drive Citizens Association
4) Marine Drive Residents Association – D Road,
5) Marine Drive Residents Association – GHIJ Roads
6) Nariman Point Association
7) Nariman Point Churchgate Citizens’ Association
8) Senior Citizens’ Club of Marine Drive
The council’s main objective is to organize, preserve, develop and promote the Marine Drive and other precincts in Mumbai and throughout India;
It also would strive to seek for itself an official status and engage and influence the thinking of all the concerned authorities, entities, persons, social groups.
The Marine Drive Promenade council will also deal with the problems arising in precinct regarding encroachment, hawkers, antisocial elements.
