Identification of relevant Data and Studies


For the project to be based on a strong foundation, it involves carrying out necessary studies and collection of data which serve as a basis for analysis and identification of issues which need to be tackled during the design process of the project.

The following tasks need to be carried out :

a)  Plane  table  survey  for  the  areas  within  the  scope  of project
Netaji Subash Chandra road + Sir Dorabji Tata road and Madam Cama road

East footpath  Carriageways  Median - West footpath
Including the compound wall and 5.0 metres beyond the front facing building profile and all   internal roads upto a distance of 30.00 metres on East footpath

Detail of survey  list every permanent element

  • Landscape, street furniture, advertising, storm water drains, sewage disposal, water supply,   electrical and gas pipelines, pedestrian crossings, fire fighting and security arrangements,   amenities, facilities, garbage collection points, etc
  • Road cross-sections at every 250 meters
  • Chowpatty area survey

b)  Engineering surveys and Investigations
  • Soil investigations
  • Hydrography  and  soil  investigation  for  Nariman  point  and Churchgate area

c)  Photo documentation of Marine Drive as existing.
This is important to record Marine Drive as it exists today.

d) Photo documentations of events and functions organized on Marine Drive
All around the year Marine Drive is the location for many large public  gathering  events  to  name  a  few    marathons,  Diwali gatherings,  airshows,  parades,  Ganpathi  immersions,  cricket matches, school functions etc. These need to be documented and analyzed as necessary data for the project design process. Some of the studies will give us information regarding present organsiation of parking and traffic arrangements.

e)  Photo documentation and studies
  • Human behavioral pattern studies
  • Carriageway  Quality of roads
  • Sea wall material feasibility studies
  • Environmental footprint studies  for Sea wall, etc as required
  • Traffic and pedestrian studies

The Traffic and pedestrian studies are to be carried out on five day types:
  • Event day
  • Festival Day
  • Weekends  Saturday and Sunday
  • Weekday  Monday to Friday

The studies will broadly deal with the following aspects:
  • Crossing Pedestrian counts
  • Foot over Bridge  Staircase counts Pedestrian counts along the footpath Vehicular Turning Counts (Classified) Limited Turning study
  • Mid Block Count
  • Bus Stop Passenger count
  • Parking accumulation study
  • Present traffic Management study
  • Interviews / Collection of project related data
  • Speed and Delay andAnalysis of Data

f)   Study of Controlling regulations for the area
The  proposed     designs  will  conform  to  all  the  necessary regulations subscribed by the various governing bodies.
  • Coastal Regulations
  • Development plans
  • Heritage regulations
  • Environmental regulations

g)  Study of various proposals implemented by other design consultancy firms and government organizations
It is of importance to study and incorporate well worked   plans and other development proposals into the designs being worked out which directly or indirectly impact the project.
These plans can be well integrated and phased out as required to implement them in an appropriate manner.

h)  Study of work being carried out by the PWD on Marine Drive
PWD has already begun the works of Sea wall strengthening and laying of armour and tetrapod works along the entire length of  Marine  Drive  sea  wall.  It  has  already  awarded  various contracts for the various Blocks I to IV. These contracts have to be reviewed and either continued or discontinued with respect to the sea wall designs being designed by ARC-CGL.

i)   Identification   of   various   Statutory   groups   to   obtain Statutory approvals and No Objection Certificates
MMRDA  will  provide  the  necessary  assistance  to  help  the consultants to obtain the necessary Statutory and No Objection Certificates from the following :
  • MCGM MHCC MoEF MCZMA
  • Development plan Department Traffic police Department Roads and Traffic Department

 

Collection of Data from various Bodies

ARC-CGL will prepare the Master plans for the entire project and present  them  to  all  the  concerned  government  and  private authorities to explain the design proposal.
The  necessary  data  required  from  each  of  them  is  explained below for the smooth progress of the project implementation:

a)  From MCGM

  • The Master plans for the entire project will be accompanied by a  set  of  Plane  table  road  survey  sheets  to  mark  out  the presence of existing underground utilities by the concerned departments.
  • We  will  also  require  access  to  information  on  all  existing proposals which are in various stages of implementation by the BMC.
  • List   of   ongoing   contracts   for   Security,   Safety   Railing, Landscape , Advertisements, Billboards, etc
  • Time focused Approvals from various departments
    -  for new development plans
    -  for sanitization / demolition schemes

b)  From Private agencies

  • ARC-CGL will also send across the necessary information about the design proposal to the private agencies who have laid out underground utilities in the area to gather information relevant to the project.
  • We will need to know the status of ongoing contracts with respect to any advertisements and billboards along Marine Drive.

c)  From BEST

  • List of ongoing Advertising contracts
  • Energy consumption data
  • Subterranean utilities
  • Available power data 

d)  From the client  MMRDA

  • Since MMRDA is a planning authority , it will itself have access to some documentations and studies carried out for the area which forms part of the scope of work.
  • Shrink time frame for tendering process.
  • Organise public workshops.

e)  From PWD and CWPRS

  • Status of all ongoing contracts
  • Placements of benchmarks along entire site at every 250m intervals. These benchmarks will be referred to during the entire project.
  • Approval of sea wall profile along sea face

f)   From Heritage committee

  • Existing data on Art Deco Buildings
  • Guidelines for conserving Art Deco Precincts
  • Guidelines for new Developments in the precinct
  • Any ongoing projects on Marine Drive

g)  From Non Governmental Organizations

  • Number and identification of various citizen’s action groups
  • Their independent interests in Marine Drive
  • Any finance or budget availability
  • On going contracts / projects involvement
